Hi, just starting out on my own having gained C&G qualifications and first job has been to replace a friends jumble of old fuse boxes into a nice new 17th edition CU. All going fine, circuits transferred over yet when I energised the unit none of the circuits on RCD1 worked. I moved some of them over to RCD2 & they were OK. I then put only a short busbar on RCD2 & this is OK as well. Is there a limitation on the number of circuits I can have on RCD1 ?

As above speak to your council. They have powers to act. Remember though if council get involved they can say property is dangerous and not allow you to live there! So I think you need to politely ask the landlord how he is going to rectify the faults, maybe in a registered letter. But keep calm and stick to facts, not your opinion. He does have right to 'fix' the problems the way he wants as long as work is carried out correctly (using appropriately qualified and skilled person and the correct paper work/notifications are issued). Maybe mention that if you get no response from the Landlord within x days you may seek guidance from the council.
Maybe you could come to an agreement where you do the work (if you are qualified etc.) and you don't pay rent for x months? You could both benefit, maybe even offer to do EICR's on his other properties at a reasonable rate?
 
Learn to walk away as you may get a name for being a trouble maker remember all you can do is advise you cannot force a lot of guys in this game think they are enforcers but we have regulations the law only kicks in when something goes wrong

It seems that so many people can't say no and walk though.

Listen I have learned the hard way but I am not the electrical police or enforcer and you have to think the same so here is a scenario for you a guy in a pub is drunk out of his face he says he is going to drive home you argue with him telling him not to he does it anyway his defence is he would have left the car but some dick in the pub put him on the spot and he felt he could not back down. The judge says that was no dick and you are being jailed for 7 years because you ran over an old lady on the way home.

In other words walk away you have done as much as you can and you cannot lead other people lives I know a landlord did it to me I sorted out the problems and because I got hassle I walked away I got a stinker of a review from her and did not get paid the outcome was she got someone else and probably paid more this is human nature she aint going to call me and say well sorry I had a bad attitude many apologies so instead her ego tells her she was in the right

Look at it this way way if you pinned the landlord against a wall put a stanley knive to his throat he would get you done for assault don't get me wrong its not easy I have fretted over some jobs like this but a dick is a dick so when you try to argue with him he will dig in even deeper so I take the passive approach "Well if you want to ignore me then fine I cannot force you but in the eyes of the law you are now legally obliged to sort it now that you have been informed and you are not obliged to use me to sort it but here is my report and bill"
