I have used my FLUKE 1652 to test 2 RCD’s on the board and following are the readings:

RCD – 1
[SUB]X[/SUB]1 - 0[SUP]0[/SUP] -> 26.7
[SUB]X[/SUB]1 - 180[SUP]0[/SUP] -> 36.4
[SUB]X[/SUB]5 - 0[SUP]0[/SUP] -> 7.8
[SUB]X[/SUB]5 - 180[SUP]0[/SUP] -> 13.6

RCD -2
[SUB]X[/SUB]1 - 0[SUP]0[/SUP] -> 26.5
[SUB]X[/SUB]1 - 180[SUP]0[/SUP] -> 18.6
[SUB]X[/SUB]5 - 0[SUP]0[/SUP] -> 8.1
[SUB]X[/SUB]5 - 180[SUP]0[/SUP] -> Err 4

Does it mean RCD -2 is dodgy? It was OK when I last tested it. Many thanks!

I would have guessed that error 4 would be a problem with the meter or circuit, as the RCD would either trip or not. Does it fail repeatedly and what does the manual say about the error (assuming it's documented)?

Repeatedly failed with Err4 at x5 180[SUP]0[/SUP] on any socket on that circuit. Tried a socket on a different circuit on the same RCD and following are the readings – it must be the circuit, I guess!

RCD -2
[SUB]X[/SUB]1 - 0[SUP]0[/SUP] -> 26.1
[SUB]X[/SUB]1 - 180[SUP]0[/SUP] -> 17.4
[SUB]X[/SUB]5 - 0[SUP]0[/SUP] -> 8.1
[SUB]X[/SUB]5 - 180[SUP]0[/SUP] -> 12.9

If it's the circuit, what causes that to happen? Cheers!

Likely to be as gap30 says, noise on the line. Possibly a poor connection on the circuit giving variable readings. As long as the other preceding tests have all checked out ok, then not likely to be the circuit, that's why they are presecribed to be done in a particular sequence to eliminate that possibility.
