So I will no doubt be spending half of tomorrow on the phone trying to get to speak to someone who can understand that's a bad thing.

Haha...on my last 2382, lecturer told us back in the 'Old' days, there was no earth back to the supply, so if you touched the live...no shock. So it's a safe 'Old' style installation!
 
We're on a TT and I rewired it a few years back. Before starting the rewire I took a Ze and found 360 ohms, I worried like hell about that. I drove 3 x5/8 rods coupled together and got one ohm.

Sooo close to TN. I'd be tempted to get it down 0.2 ohms if your already at 1. :)
