Is the 150mm taken from the ceiling, ie floorboards or the bottom of the exposed beam? need to know if I can run a cable horizontally under the beams.
 
150mm down from the ceiling.

Though I was taught that the only acceptable place for buried cables is the vertical one above and below accessories. The other zones are a good idea but nobody outside of this trade knows about them! Kinda defeats the object a bit.

On the occasions when there is no other possible route I'd go for a thick steel plate over them to prevent penetration.
 
On a recent job, the builder explained to me that whenever they fit coving, they always fix it with screws into the wall, otherwise it tends to fall off after a while. I.e. with screws right through the middle of this 150mm zone. Hence they'd prefer there were no cables there they didn't know about!
 
Yes indeed they do, our lot always used nails rather than screws. Coving installers haven't necessarily had training for anything more advanced than hitting things with hammers.

they do come in useful when you need a plumber hitting with a hammer, though.
