Thought I'd do due diligence and looked up what the BGB says an installation is: Installation, see Electrical Installation: Definition follows:

An assembly of associated electrical equipment having co-ordinated characteristics to fulfill specific purposes.

With two earthing systems in play there is no co-ordination IMHO, so therefore two systems.
