Looks like a gland with a very neat boot? It does look to taper out.

That’s a fire waiting to happen, those fuel cans are sh1te and leak out the vented caps when bouncing around. Whoever thought to store them alongside the batteries with that abomination of wiring is a total genius.

I’m going have to share this photo with a few of my marine engineering mates.

I’ll report back their thoughts. ?
