What are you guys getting charged for planning permission when pv/thermal doesn't come under permitted development?

I have been charge £195 by one council but another council wants £385 as they view it as plant/machinery.
 
They are commercial jobs, thermal mounted on a flat roof with A frames. We have done commercial before on roofs before permitted development rules changed and were charged £195. In this case, 2 diff buildings, 2 diff councils, 2 diff prices. The only difference is that 1 building is flat roof and the other pitched but that should not make a difference.
