That's not quite what I was expecting to see, I thought it was going to be a very old installation from the days when a PEN conductor was acceptable, not an abortion like that.
 
Lol sorry had to laugh the whole install is 30 year old ish submain running to each flat 16mm phase & neutral no earth 27 flats over 3 floors but as u can see nearly all flats have had work carried out in recent years.
 
I find it difficult to believe it has always been like that. The supply conductors look single insulated leading me to believe the original cpc was provided by its containment which is concealed behind the latter dist board, someone has then been connected from the neutral. Where have you got the 30 years from.

Maybe the answer lies at the supply end and how they are contained and if the tails are installed along their route perhaps in galv trunking?
 
He wants to tap into the cavity behind the board with a long screwdriver and see if it hits the metalwork of an adaptable box or old board enclosure.
 
Could be swa but I think the existing is older than he thinks. The original neutral conductors are stranded and whilst they could be T&E I suspect they are singles exiting into the cavity contained in conduit, if so this is likely the installation method of the supply conductors.
 
Tails are not swa possible use of trucking like said above only way to tell I guess is to remove the board
 
Hi Wes thanks for your input just a question please it's possible that the conduit or trunking has been used as a cpc will investigate further but for what reason would someone tap of the neutral for starting to see it often especially in this care home seems like all the flats are the same
 
Hard to say as the original earth may not be containment but if it is you will never know why it was done. Those boards are replacements so poke through into the cavity and see if you hit metal.

Westwood10 thank you mate I've took down the ccu and can see a metal conduit has been run as the earth took a zdb reading off it and got 0.13 happy days now I no why they took it off the neutral because they couldn't get a 16mm earth off the conduit
