Probably an obvious and stupid question, but how do the HRC BS88 Fuses get mounted in this Isolator
 
What I do, and presumably others do, if you don't want it energised is to remove the carrier and hide it somewhere locally.
You'd need to find out who removed it and why.
 
That isolator was made redundant due to a new cabinet being installed in the extension of a new school. As it's still wired up with a busbar chamber we were looking to use it to supply another building. I will see what I can dig up.

The Permit as mentioned above normally has a DOI listing all isolation points and information on who did the work etc etc...

So if a Permit was required to remove and carry out the work it will probably require the same to re-energize or modify, you need to contact the Safety Controller (Permit Issuer)..
