I have reason to doubt that any inspection or testing was done before an EICR was issued. The test results on the EICR are identical to those on an EIC issued a year previously. Is this likely, or would you expect some values to differ slightly?

I would send an email to the company asking if they have sent the wrong certificate in error.
Mention in the email that it seems to be an EXACT COPY of the previous years one.
 
Rcd times are unlikley to be a precise match, infact sometimes they can vary by a ms or 2 from one test to the next test 5 minutes later.
 
There should be a section which shows which test instruments were used, is this identical?

When this is completed, it should include the date of calibration (although frequently omitted by many), again is this the same?

There is no date of calibration included in the test instrument details box in the generic schedule of test results.
 
I'm not saying it's not a good idea. It's a great idea.
I only point it out as the OP was talking about reporting it to the NICEIC on the basis of the calibration date not being recorded on the schedule.
I wasn't implying that it's reportable, just that if the test equipment and certification dates are identical, then it adds credence to the suspicion that it's a direct copy; as over 12mths it ought to have an updated calibration certification
 
I have seen a guy sitting in the kitchen typing in a laptop. No tools, test equipment or even a visual inspection. As it was an EICR he was completing I watched with interest and twenty five minutes later he put his laptop in a bag and left.
