In this case both the L & N of the supply are carrying all of the load, so design-wise it should have upstream OCPD that is rated for that cable (as I suspect the sum of downstream MCBs is way higher).
 
It may have DP isolation but not at that location.
 
The neutral will only require switchable isolation in say a dwelling. Commercially the neutral requires a link to disconnect it
 
For that board no it just links the three lines. I believe the new Eaton ones become a double pole switch which also switches the neutral.
I know that I would fit a DP main switch, never seen a single phase supply without one.
Its a EICR so it’s been in place for some time, classification code C3 maybe after reading all these messages ?
