i'd guess someone has labelled it as 3 Amp because the cable supplying it is undersized or maybe it's supplied from a light circuit. It's not possible to determine safety of the outlet just from the picture but I'd suggest you don't use it.

its likely been put there to power a tv aerial amplifier at some time, and wired off the lighting circuit.

Might run through an FCU with a 3A fuse.
