Do metal consumer units have to be replaced with pvc rcd boards within landlord tennincies or can an rcd just be fitted to save on cost
 
I dont actually mean using a new metal cu im talking about the old wylex cu for eg there are a lot of exposed conductive parts which are not very safe, some of them have re wireable fuses which the consumer could use wrong size fuse wire which takes longer to blow under fault conditions, wen doing work in the cu the busbar is live which is accessable when taking the cover off which is dangerous (i no in an idea world we should isolate the full board but this is not always the case)

Key words there my friend, key words. You as the inspector have the right to condem what you feel is unsafe - and where necessary C1 or C2.

The codes are for the safety of the installation though - and the fact that the exposed conductive parts are accessed via the use of the tool means that general joe public are in there at there own risk and doesn't warrant a code.

As for the fuse wire - if its the correct size when you are doing the EICR then it doesn't warrant a code - if joe bloggs comes and replaces it for the incorrect fuse wire at a later date then thats his problem.

If the fuse carrier is missing it's base, now thats a C2 in my opinion so check for that. Everything else you've mentioned i wouldn't code unless its dangerous to DIY dave or homeowner holly.
 
Me too but a could of sworn i heard it mentioned that if landlords rent there properties the board had to be pvc with split rcd protection thats why the councils have upgraded everyone i may be wrong though

This would be preferable, but there are no rules anywhere on what type of board a landlord has to use. Hell, they don't even have to ever get an electrical safety check, let alone an EICR.

Have you possibly heard this rule as part of a spec, either from a housing association/council/landlords association ?

Housing association policies and BS7671 are two different things.

So the only thing I can think of regs wise to say a metal Cu was inappropriate would be if it was a tt install and no upfront 100ma rcd before the metal consumer unit.

You could state that as there was no 30ma rcds in the Cu that this was a recommendation for improvement and there might be a problem with 30amp fuse wire and really old twin and earth with 1mm cpc 's on ring final circuits.
