Has any of yous seen old Wylex board that takes cartridge fuses and persons have added mcbs which don't actually fit in the correct terminal , but the bus bar spades around the actual screw that you normally tighting

I would have said that looks normal for many wylex CU's.
That type of bus bar is just an alternative method of connecting the breakers, still valid, however if the breakers are not the right height to clip over the DIN rail then they will not be secure and this could put strain on the connections.
 
It does sit on the din rail, but instead of going in normal connection point, it's going around the screw at the front , maybe they 2 position breakers and did tighten up, but never seen it before...
 
MK also made consumer units like this.

There are the standard wylex NHX breakers in place already (B40 on the end) so if that one fits properly then you are OK using the standard wylex stuff.

Some other makes of breaker do not have an open section at the front to allow it to fit over the bus bar, they will only fit thin fork type bus bars.
