Last week I investigated a 3036 fuse blowing on a radial - different IR on each end, no continuity on the CPC. So I left the circuit isolated. I pondered as to whether the ultra low IR was related to a new water main being installed about 3 months earlier!
So I went in again today and found that the cable was loose at both ends so pulled a new cable through and found:

I don't normally get pictures and post from other fora without permission, I only took the liberty this time as it seems you were having some technical difficulties.

I believe the technical term is 'forked'. I always wanted to hack the firmware of an MFT to display 'WTF?' if it didn't believe the results itself, but time doesn't permit such frivolities round here. I did make a tester for a particular data system that displays 'Plug the sm*gging cable in' if it can't detect any signal.
 
Last week I investigated a 3036 fuse blowing on a radial - different IR on each end, no continuity on the CPC.
If the wires were blown apart inside the cable then the IR tests at each end would be testing 2 completely different fault paths so your MFT was probably telling the truth when it gave you 2 different results.
 
If that cable was crushed by a water pipe I'm surprised it didn't put a pin------ hole in the pipe as well and cause a leak.

A few years ago we went to inspect an ammonia refrigeration plant in Mozambique that had dumped around 60 kilos of ammonia into a fish packing plant after a pipe that had been sitting on a cable finally wore through the insulation and the flash from the contact with the live wire had also blown a hole in the pipe. The result was 11 people hospitalized and over 4.5 tons of scrap fish. The plant had been cordoned off for 3 days until it was declared it safe and the stench of the rotting fish was so strong you could taste it even through a safety mask.
