Has any one come across economy 7 meter with only 1 set of meter tails feeding a CU. At the CU they have fitted a time clock on the storage heater circuits but the rest of the circuits are feed normally. Any thoughts are welcome as I can not see how this would work, as every one I have worked on have had two sets of tails going to two different CU's

An economy seven switch can signal to the meter (possibly the thin red wire that appears to be in terminal strip connector) the periods of economy seven and so the whole supply goes over to E7 at the appropriate times.
The night power using equipment is then timed to only come on at the right times.
However you appear to have tails from the E7 switch, where do they go?
Also despite the fact you took a photo of only part of the arrangement it seems as if there are two independent supplies there, one to E7 time clock and one to just beside it.

You only need to switch the lines and the contactor is rated per pole so for example a 16A four pole contactor would be fine.
