    All you can do is derate the circuit breakers providing that the connected loads will not then exceed the rating of the circuit breaker. It sounds like you've put plenty of thought into designing the installation which is great to hear :)

    Is the cabinet locked with restricted access to the key? If so I'd say C3.

    The heat control sounds likely. It could also be the economy 7 time clock needs adjustment if its not giving enough hours for the heater to warm sufficiently (if this is affecting all the heaters in the property?).

    Ideally you want to ventilate the room, so an extractor fan would probably be best. Otherwise the air will get a bit stale. Make sure that you have a grille that let's in fresh air so that the fan can do its job.

    Difficult to say without seeing it. However, if it's wired in VIR I'd be wary of the general condition of the wiring. Is it wired in conduit?

    It sounds like either a problem with the permanent live or the fan controller. If it was installed by an electrician, ask them to come back to rectify the fault.

    Try Google for "emergency lighting photometric data and spacing tables" I think they've deliberately requested 15lux so that you have to calculate it rather than using the spacing tables. Also try searching "emergency lighting design guide".

    You can test line and neutral together in one Croc clip to earth in the other Croc clip. This prevents any equipment from getting damaged.

    You'll need to disconnect each circuit and insulation resistance test them to identify which one(s) are causing the problem. I'd also test the RCD and you'll need to disconnect the outgoing neutral to be able to do this.

    If the RCD is tripping it'll be a fault to earth (cpc). The time delay could indicate moisture. Is there an outside light on the circuit? Removing the lamps won't rectify an earth leakage fault.

    If the power is getting to the terminals of the element, the problem is either the element itself or the thermostat/thermal cutout. Check for voltage at the element terminals on the load side of the thermostat. If there is voltage, it's the element at fault assuming you are testing line (live)...

    1mm in a small domestic property. Easier to terminate and never seen thermal damage due to insulation. Installations should be designed to use materials without waste so 1.5mm in this scenario is wasteful in my opinion. Some will no doubt disagree ;)

    Another option would be to repair the existing storage heaters. They may just need the thermal cutouts resetting. Otherwise it's probably just elements that need replacing.

    I'd suspect the smart meter too. Memshield 1 RCBO's will trip when using a UHF 2 way radio whilst working on the DB, so a smart meter communicating could cause it. Next time you're there try sending a text whist close to the consumer unit to see if the RCD trips.

    What's the input of the on board charger, is it single phase or 3 phase? It might be easiest to just power the existing charger which would provide the DC power to get things going. Which railway is it?
