It looks like you have 3 conductors on your supply cable, but who knows what is going on inside the cutout. You could try contacting your DNO to see if they have a record of the supply type to the property. ESQCR regulations require them to maintain the earth, if they are providing you with one.
I would say it would depend upon how deep the joists are. They should ideally only be drilled or notched in certain locations. If you google, where to drill joists, you should find plenty of guides. You should consider using safe plates as well, if you go down the notching route.
Not enough information given. Find the wiring diagrams for your clock, room stat and boiler. Should make things a bit clearer. Your boiler will run with just a supply from your Switched fused connection unit, but it may have had a link removed, if the boiler is not brand new.
