Can't use consoles as the client is concerned with flooding, so wants a frame with 1m clearance from the ground to the lowest part of the panel. all cables will be contained above 1m, and there is very little risk that water will rise above 1m.

I didn't know that!! I'm gonna check with my planning officer about permission I submitted before christmas to see about the Article 4 as I was told that I would need permission, but they were a bit vague on a couple of other points surrounding permitted development.

You should still check with the local planning officer that the area is not in a conservation area. If it is then permitted development is overruled and you need to apply for full planning. If it is then check with them what type of drawings and illustrations...

I have been charge £195 by one council but another council wants £385 as they view it as plant/machinery.
talking to a customer who has 2.94 installed and he wants to increase this to over 4kw (subject to DNO). My question is: If his incoming meter is change to a 3 phase with a new MPAN, will he loose the FIT rate on the existing 2.94kW?

If you offered a finance package to a customer as well as a price to buy outright then it gives the customer the option. some customers wont even think about it because the interest rates add on to the payback by about a year or more.
