I has something similar once. Turned out that the kitchen ring had broken cpc in 2 places, the washing machine was running in the section that wasn't earthed and had a small earth leakage fault on it. The sink, being bonded was providing a fault path when ever the lady was emptying the machine...
Cheers guys, I had guessed it was to do with sound! Was trying to suss if the insulation was different between the 2, I.e sound proofing on one and thermal on the other.

There was a plaster vent there anyway so the chimney looks to be disused. I agree though, and don't want to install the fan. Was just hoping to get a reg number to back me up. Cheers.
