I have looked into these a while ago. they are available in america, they sell a handle that you can steer the bit with, but insulation will be a problem so will 72" of clearance in the loft to get the bit started or fed into a hole.
From the title of your post and the content of your post it would seem you have 2 RCD's in series. Is that correct?

I have the 230v Bosch one. Superb for cutting neat square holes in plasterboard. Even installed additional sockets in dot and dabbed walls without any replastering or filling, much to the customers amazement.
A few of the PIR's have a manual override function built in ie: switch off and back on again within 2 seconds will cause the lights to stay on until dawn or until switched off for more than 10 seconds - have a look at the PIR instructions.
The only other problem is the need to use downlights with spring loaded clips NOT the lever type clips because the PVC ceiling cladding is hollow and flimsy.
Time guard PIR's have a minimum load requirement & for low loads they do a small devise to use with energy saving lamps, one of those may help. Does the PIR have a neutral connection?
