Maybe ask your new electrician how much he would have charged to do the works you've had done so far as well and then look at his standard of work.
If he gives you a similar price and it's clear to see that he does a much better job, you'll realise you've been ripped off.
Would it be even cheekier for me to ask how much he quoted you?
I wouldn't have a problem paying him if he was asking for what that standard of work deserves which is probably the cost of the parts only.
You pick up the multimeter, turn it to the off setting and put it down. Next you pick up your phone and call an electrician ?
Seriously though... fault findings an art (not a recognised one) and if you've never used a multimeter or megger before let alone done any fault finding, you'll struggle...
The £2000 I came up with was based on a domestic install as well and I don't even do any domestic work!
We usually install anything from 36-way to 72-way boards. Imagine the cost to populate one of those ??
What if that person hasn't got a clue what's a decent job and what isn't? Say this was that person's house and they said it was good - does that mean it's good?
And who decides the standard of work which falls below good workmanship?
We all agree that this is poor workmanship, but there will be plenty of people who do the job correctly but their work looks rough... would that be classed as bad workmanship?

510.3 is the only one I can think of which states equipment shall be erected taking into account the manufacturers instructions. Not too sure if the SWA manufacturer actually make a recommendation of using armoured...
