I think the top board has an earth. If you look closer, and see that earth block on the left top, in the bottom of the block comes 2 y/g conductors and from the top comes out black cable/conductor (not sure why black) and then it comes from the top into the board.

Very strange thing to do, as in domestic properties especially you don't see the length of cable, unless in your houses they are clipped direct on the walls...

I need to get some sort of data cable tracer. Got one site where there is a hell of a lot network ports lost the labeling, need to sort this out.
Obviously the cables are mix of cat 5 and 6. As far as I understand, as long as its in twisted pairs, the tracer in my link bellow...
I would even come with the statement that they dont exist due to the fact that it is 30 ma and all 30 ma range is supposed to trip within 40 ms. Time delay is on 100 ma and up as some have mentioned.
