It's unlikely tht a small domestic garden pump and a single lamp will come anywhere near close to overloading even the smallest (3A) fused spur that you're likely to have. Tiny wifi switch modules are available that could be used to switch both, using an app on your phone.

It's only in limited circumstances that you will get discrimination between the two RCDs, and if any part of your supply cable, where it is not SWA, is buried within 50mm of the surface of a wall, the first RCD is required to be 30mA, not 100mA
