As above, you can get a dual row consumer unit that will easily fit the space. For example, Hager do a 10+10 dual row unit that is approx 300mm wide (and 480mm high), can't imagine you'd need more than 20 ways total.
What is this consumer unit supplying? Approx building size / use? I'm thinking it is perhaps a very large house with a 3-phase 200A supply, or maybe something else?
In the absence of reliable info, as mentioned tackle the bell box first. It will likely have a battery in it. Once you get it open, have side cutters ready to cut the wires to the battery / sounder / bell. Just warn neighbours first that you are not burgling the place and it will be shut off...
While it looked Fusebox-like, there were differences, some subtle, some not so.
Apart from the most obvious other 'brand' of RCBOs, next most obvious is the SPD is on the left (Fusebox is on the right of the main switch).

As mentioned, you can get e.g. Varilight dimmers with one master and several slaves (if I'm allowed to use that word!). So all switching points can be dimmers, if you wish. If you need to match a BG or other faceplate, you just buy the modules and swap them into the faceplate of your choice.
