    No the HSE can not force you to do anything unless the particular item they are referring to is against a regulation, I have found in the past on this sort of thing that it is a foible of the inspector, once asked for the reasons in writing it all goes a bit quiet.

    As far as I understand when I last checked some time ago, believe it or not, Smoke/Fire Alarms are not covered under the IET Regulations unless part of a main panel.

    Just came across this thread, FYI if not already posted this T&E with insulated earth has been available in Ireland for some years, also it complies with the EU regulations of all cables being double insulated, must look up the EU regulations on conduit (Gain) as still being necessary?

    Most socket testers are only a device that short out between phase and earth, therefore orientating the tester to short out between earth and neutral would have no effect as they are already connected. A tree bringing down an overhead neutral line would have to be within 500M of your property...
