There was an earth fault ,thats why the RCD tripped,
But if the fault currant did not exceed the trip threashold of MCD,
Then this would explain why it did not trip.
perhaps the leakage currant to ground during the fault was past the RCD threashold which is only >30MA but less than the mcd device which wil be > 20A.
with two units in a series arrangemant the fastest one trips first,
once that has tripped then there is no reason for the second one to trip
so it's purely a speed issue.
if it is a two way switch arrangemant ?
And if some one not knowing this has changed the switch
And not used the correct switch
This could explain the problems
you use plug in style RCD's on each outlet,
there does not have to be an earth for them to work.
If you have multiple earths this can cause havoc with board mounted RCD's.
And in the beginning was the I [ amps ]

Are you sure that the local grid has the power to power the heat pump ?.
It could simply be that the local supply grid is maxed out,
And therefore the power just aint there !
To know for sure, you need to measure the voltage at the main panel as well and compare.
it is not unusual for older style heating elemants to have some leakage to ground,
How ever not all of them leak and the newer styles tend not to leak as much.
In Australia leakage to ground can go as low as 100k ohm before it is considered unsafe.
If it does leak ? just replace it with a new...
