I must be honest I didn't even notice that the backbox isn't earthed.
There is an argument though that the backbox needn't be earthed if it has one fixed lug although in this case that's never going to happen since the blank plate has no earth connection. Personally I always stick in a fly lead...

I've fitted a few now, I've been recording the MCB as 'SPD OCPD' and the actual SPD simply as 'SPD' in the schedule of test results just because they take up a way in the board and it shows that I've installed one to begin with.

When I was an apprentice both the college and my journeyman drilled into me that cables should be doubled before terminating if possible, particularly when only one cable is terminated in each terminal e.g the final socket in a radial or a spurred socket.

My guess is line to earth short, supplementary and main bonding in place. Massively high Ze (or Ra?) or faulty RCD.
Also Have seen voltage on the supply side of the gas meter before only present when meter disconnected must have been backfed from someone else’s bonding. Sorted with a quick bond...
Surely there is some sort of internal mechanical override for the shutters? Who is installing them would think it would be their problem to ensure building regs were met (if any actually apply) rather than yours.
