Installing a up front RCBO means that you have lost discrimination in the 2 RCDS and it is pointless having an RCD in the mini DB as the supply circuit is RCD protected.
you would be better installing the twin and earth surface or installing an earthed metallic sheathed cable this then does...
When measuring Ze the measurement should be taken before the RCD on the supply side with the main earth disconnected from the Met in this case directly to the earth rod. with no RCD in line you should test on the high setting as there is no RCD to worry about.

all i can think is have you connected the smoke detectors wrong at the lights ? have you picked up a switched live ? or maybe you wired them in series ? Have you confirmed you definitely have Live and a Neutral supply...
I haven't installed one myself but have used a few. There are special power pod things that are installed in the ground and then you wind them up when u want to use them. The ones I've used have 63a ceeform plugs fitted depends on your use really
