    It's not simply a matter of it being unreasonable in all of the circumstances to work dead, it additionally must be reasonable to work at or near it live, and also suitable precautions must be taken. No point in only quoting one of the three absolute requirements in the law for live working.

    I would ask the fire alarm installer to justify his claim. That said, personally I think that metallic containment would be a better solution for all of the reasons mentioned in response to your post. But that's not to suggest that non-metallic containment would be in breach of any Rule.

    Yes, and in my opinion strictly speaking does not comply with BS 7671 as the RCD-style functionality of the device is not actually achieved by the presence of an RCD complying with one of the listed Standards.
