You need to look at Appendix 15 section A in the regs. It clearly states 'An unfused spur may be connected to the origin of the circuit in the distribution board'.
I personally wouldn't buy VDE screwdrivers of unknown origin from ebay. To be honest I wouldn't buy any screwdrivers from anything other than a known source.

This is why I have a fan with integral pullcord in my bathroom. Most of the time, especially during summer months, the bathroom light is rarely used. And often when we do use the light, we don't need the fan on.
Or you could go for a fan with a humidistat.
If you aren't sure of how to extend the cable then this may be outside your expertise. Nothing wrong on knowing your limits.
