For new builds/self builds, you should be commissioning the solar pv, solar thermal, heat pumps etc before it will be signed off by building control or an approved inspector, because they will be expecting to see the commissioning certificates if those systems were on the original plans/building...
Oddly, the permitted developement rights are not removed for a listed building looking at SI2056/2011 Part 40 Class E. It may well fall foul of other more general listed building law if it affects the character of the listed building, but the PD rights were not specifically removed for biomass...
A call to the mcs helpline will soon establish whether x4 ashp can be on the same mpan. I suspect they can. I doubt the mcs registration process checks an mpan has not been used for a particular technology before. Certainly you can have more than one mcs pv system on a single mpan.

There can be a problem with mcbs running hot near maximum rated current. Manufacturers' websites go into more detail. As the cable size for 4 kW PV is generally recommended to be 4 mm2 or larger, there is normally scope for a larger mcb.
A 16 A mcb is a reasonable starting point for a system that has a nominal 16 A output.
But it could mean running the mcb near maximum for many hours in the summer.
When in doubt read the manual!
ABB recommend 20 A for the 3.6TL and 25 A for the 4.2TL
SMA recommend up to 32 A for their range...
