Quick Update: the problem turned out to be the thermostat that I replaced happened to be faulty. I had completely run out of ideas, tenant not happy, landlord not happy, me not happy. Was ready to throw in the towel, but thought I would change the stat again, NOW it works. Fancy that... faulty...
Might end up doing this. I will price it up for the landlord and let him choose between doing that and more visits from me and more replacement parts.

The accelerator I think is some kind of resistor and sits behind the control knobs usually an inch or two away. Never been quite sure what it does LOL!
