Worth noting if you were completing an EICR on both these boards there would be a separate test sheet for each board and each sheet would have the supply characteristics at the top for you to fill in. so if you view it like that it will become more obvious. hope that helps.

All the metal units will indeed require Bonding. Not sure what others thoughts are but personally I in your installation documentation I feel you must insist any customers already have RCD type protection fitted supplying the power to any sockets fixed or fitted to your units.

So the Pool DB is being fed FROM the Cafe DB so I would refer the Earth loop measurement at the Pool as ZDB rather than ZE but I'm fairly old school as such. So glad I completed my 2391 17 years ago!

I'd test the sockets ZS & RCD trip time and lighting. You're quite right it's altered the whole installation but testing a percentage of it should be adequate enough in my opinion.
Have you tested the ZS at the end of the SWA? Only thing I can think of personally is when it's initially powered up there's a slight surge but does sound a little odd.
Can you post a photo of the whole of that board? plus the front cover as Just a bit puzzled and curious about it.
Also all those earth cables are bare and require Earth yellow/green sleeving.
