I recently did the 18th Edition online course with XS Training. It's not a video-based course, but they have web pages (slides) for each section of the regs which allows you to go over the course material in your own time which I liked.
1) I believe you do need to do Level 2 as well as Level 3 as they cover different areas and topics. There is very little practical involved in Level 3 whereas Level 2 covers practical techniques in much greater depth. Level 3 also goes into testing much more which leads into your next question...

Thinking about buying one of these 1741's on Monday. First multifunction tester for me, but used older meggers in college so am sticking with the brand. Would you say its worth the extra price for the 1741 over the 1731 / 1721
I would agree that an EICR is a good place to start, that will flag up any remedial work that needs doing.
As others have said, if newly qualified it might be worth getting a more experienced spark in to do an EICR
