Have you considered a loose neutral? I've seen this before, where the incoming neutral was loose in the supply meter supply side. May be worth checking tightness of all neutrals, from meter onwards.
Plus if there's 2 phases in the property, do they need to be balanced?

Providing your tests at the board are ok (ze pfc I/R) then you need only test 25% of the installation. (if in your opinion, the installation visually is good)

By the sounds of it its a big property.
i'd suggest treating each board as a seperate entity and have 2 earth rods. One for each board. If on testing you find you get a poor ze, then you can link the 2 and improve your results, at little cost and time. Plus good practice. one board supply does...
Dont quite understand what your saying, but the supply authorities seriously frown upon you using a pme system out side the equipotential zone. therefore you should have created a seperate tt system for what ever you are supplying outdoors. You only need verify your Ra and/ or R2.
