Does anybody know is there a statutory requirement to have a specific minimum accreditation to be able to install door automation in a public building?

Has anyone heard of a pv invertor causing problems with x10 home automation? I have come across a installation where the x10 units work fine when the invertor is off but work intermittently when the invertor is on.
