when doing continuity on bell test on a ring main i decided to put meter across live and earth and live and neutral with all circuits connected should i get continuity from live to earth and live to neutral circuit is dead ( mcb off)and appliances are plugged in ?

using a voltmeter on a dead 20amp radial with a few appliances still plugged in why do i get continuity between live and earth,, neutral and earth???
