If a High Integrity CSU where every circuit is protected by a mix of RCDs & RCBOs is connected to a TT system, is it still necessary to fit a 100mA S front end RCD?

I am fitting a new Crabtree High Integrity CU tomorrow at customers premises, as it is all solid floors DS & chipboard US with glued downcarpets. I am proposing to use the redundant cooker cable (gas cooker now fitted) as a feed sub main circuit to supply the integral garage via 32A...
Would normally expect when wiring ring mains
nowadays for data serving equipment to use high integrity
earthing.
Is the following true:
If the following applies you don't have to do it:
1.Use of a Rcbo as long as the Rcbo is 30ma rated
and the earth leakage current expected will not be
greater...

What size Rcd should you use as main switch for a high integrity board on a 17th installation. 16th was a 100mA type S, could you use a 300mA RCD without the delay?
I understand if you use a split 17th edition board you don't need a front end RCD...
