does anyone know of anywhere where i can find useful info on what constitutes a good LED lamp or a rubbish LED lamp? someone has told me to look at the 'fins' which are to do with the heat dissipation - is that correct?

I have 1w LEDs in the hall and landing connected via two way switches. The switches are connected via a three core plus cpc flat cable.
When I switch off the light, the LEDs show a little glow all the time. Any ideas?
