I've got a lighting circuit with no CPC. I'm telling them they have to go all plastic, There are also a good few 240V downlights in the kitchen though. What can be done with them???

I have carried out a PIR on a domestic property which has an old Wylex rewirable fuses and there is no cpc to the lighting circuits which I have recommended improvement. The question is if they just want the DB upgrading is it possible to leave the lighting with a note on the EIC? All wiring is PVC.

Single core cabling throughout.
There is no cpc on the lighting circuit. No cpc's on the metal backboxes on the plastic switches. All the pendants are plastic...
I've just installed a couple of additional 12v down lights and changed extractor fan in a bathroom. The lighting circuit is one with no CPC.
How would you complete a MEW?
Obviously tests are limited in this case, but where would you use LIM, X, - etc in the relevant boxes?

Had a call from a customer saying her oven had broken. When the oven engineer went out he fixed the oven but told her she had "no earth on her kitchen sockets".?!?! He told her the other circuits ie the lounge and cooker, were ok but no earth to the kitchen ring final?! How can this be...
