I'm testing a board that is TT but doesn't have an RCD as main switch, it has a standard 100A switch disconnector (60947-3). However, every circuit in the installation is RCBO protected. Is this ok?

My my next door neighbour have Said they have been having probs with there RCD. The test button was not working. When I looked I notices that the instead of a main switch it had a 63a 30ma RCD. Any got any thoughts on this, does not seem quite right to me.
Is a rcd allowed as a main switch under 17th edition regs.
changing cu and just wondering if this was ok under current regs. only 4-5 circuits for the house.
Bought a wylex consumer unit today. 100A 30ma RCD as main switch. But then read this line: RCD main switch cannot used as main board per BS7671. Anyone knows this Reg number?
