    As far as I'm aware, any Joe Public can go into any electrical wholesalers and buy, for example, a consumer unit, go home and electrocute themselves. I've never been asked for any ID, and I'm sure they can't just 'tell'. Imagine my suprise when I tried to go into my local food and drink...
