there's 33KV and some 66KV cables in some cities and large towns, right under the pavement....in some places there are even 132KV cables burried under the pavement, although this is usually quite rare, and the few that I have seen at 66Kv and 132Kv have actually had metal warning plates rivited onto the side of every single streetlight and postbox along the run of pavement warning that nobody is to dig/lift the pavement, not even the water or Gas company....these cables go to large inner city substations, the type that you usually find on semi industrial ground near to train stations and the likes....this routing of cables is only done where there is 100% no other way of doing it....this looks to me to be a damaged/open ground 11KV,strange that it was left like that without any guard rails etc...
