I also pulled breaker for the lighting and was ok but it also took power of 3 sockets

Was you testing for voltage with a high impedance multi meter?
Looks like no one wants your Phantom voltage theory Chr!s .....................lol, but if as the OP first stated no belt ................
If its a TNCS system i think youll find that the problem is a faulty or missing neutral do some R2& Rn tests check the Ze at the board
