Is this a fault ? shouldnt resistancebetween live and nuetral be greater than this at the board ? (lightind circiut) some spot bulbs in (230v)....
 
You should have all bulbs removed before testing insulation resistance on a lighting circuit and ensure any fluo lights are disconnected
 
say that the op does this to his cct how would this reading make any diffrence for example if a bulb is still pluged in?

Because you don't physically pass a voltage between L+N -they remain at the same potential.

To the OP:

What is the earth system, are there any rcd's and have you got all cables for that circuit removed from the DB?

I'm concerned that you're asking if a reading of 0.002 MOhms is a fault!

ahh i see cheers for tht IQ, the op said Kohms not Mohms am i correct in saying tht under 1Mohm is below the required reading by the bs7671

Yes, correct and if the OP is correct then he has a reading of 0.002 MOhms
 
what im saying is tht the tester my boss uses is a megger mft 1553 and when testing IR it never says Kohms or i have never seen it. it only says eg 0.02Mohms or >299M ohms

when conducting R1+R2 when there is a loose connection ect the reading will be 2.3Kohms ???

Look at what you've written....

If you're talking R1+R2 then why would you want a greater resistance when less is better?

Then, you're on about testing on the MOhm scale of an insulation resistance tester, I've done all I can here!
