true, first thing you should do before testing any lighting circuit, isolate it , remove all lamps and sensitive equipment out of the circuit, to avoid suspect readings, common procedure realy.......
 
if you do a continuity test on conductors that , in design, should not be in contact...then a high reading should show...if low ohmmeter (which is what these basically are) reading are found , then it shows continuity between conductors that should not be in contact. same thing, but using it in a different way.

Insulation tests are designed to check between conductors that should in design not be in contact

Both are ohmmeters, just different design.
 
If there are fluorescent lights on the circuit you will need to disconnect them rather than just remove the lamp.

One thing thats not been mentioned is you should realy disconnect the neutral from the board when doing IR tests as you could get false readings especially on a TNCS system where the earth and neutral are linked
