true, first thing you should do before testing any lighting circuit, isolate it , remove all lamps and sensitive equipment out of the circuit, to avoid suspect readings, common procedure realy.......

One thing thats not been mentioned is you should realy disconnect the neutral from the board when doing IR tests as you could get false readings especially on a TNCS system where the earth and neutral are linked
