Hi,

I've always thought that if a property (e.g. farm) had two MPANs then you can get two supplies in at the highest FiT tariff for the size of the system on each MPAN, i.e. they don't get aggregated but looking through the FiT legislation it also mentions the concept of a site being more than just the MPAN and can be related to postal address or any other factor that the FiT Licensee sees fit to apply.

Does anyone know categorically how to determine when a system can be deemed to be a separate installation site and therefore reset the FiT Tariff counter to 0kWp and avoid being aggregated with an existing installation?

Exactly. It is impossible to second-guess how OFGEM will treat any particular application. I've lost track of the number of arguments I've had with OFGEM over just how ludicrous this position is.
 
The OP talks of "a farm". You need to find something that differentiates the additional pv as a separate installation. The second mpan as has already been said will not be conclusive, but if you have a separate council tax for a lodge, or a clearly domestic and non-domestic mpan then you would be getting there.

My first PV installations was vulnerable in that way. I put PV on Friend Farm and Friend Farm Lodge. They were in the same ownership with the lodge rented out. The lodge was an outbuilding that had been converted into a dwelling, originally part of Friend Farm. However it had a separate mpan and separate council tax, although same postcode and same front gate. I got the husband to apply for one FIT and the wife (who was known professionally under her maiden name) to apply for the other. I thought it was all above board but wanted to avoid questions being raised.
