Hi guys,

can an anybody tell me what the black molded box that has the live and neutral tails running through it from cut out into meter is for.

also does the cut out and the meter need to be mounted on a wooden board.

1. is it a henley block? but there should not be anything between cut-out and meter.

2. not necessarily, but it's normal practice.

I believe it maybe an enclosure to limit access to the conductors upstream of the meter. Makes stealing electricity without breaking seals on the head or the meter more difficult.

Trouble uploading a pic guys.

I think handysparks is correct as when in place there is no access to the top left hand termination point.
