Im looking for a way of putting into words the answer to 'Describe how the initial verification process differs to that for an inspection and test carried out to determine the condition of an existing installation'
 
well, have a go at it, post your ideas, and then they can receive some constructive criticism.
 
Absolute basic answer would be that initial verification is carried out to confirm installation complies with the design specification and to bs 7671. Whereas an EICR is to confirm the installation is safe for continued use.
However a far better explanation can be found in both bs 7671 and GN3, hope this helps.

I think (I may be wrong) Initial verification for a new installation is looking for where something may have been built wrong.
Inspection and test for an existing installation is looking for something that has gone wrong.
